Good review, doodle. One thing, though:
The opening track “Liberty Walk” showcases classic Miley spunk a la “Hoedown Throwdown”
Liberty Walk sounds nothing like Hoedown Throwdown, which was supposed to be like a country/dance song. Liberty is all big synths and a ridiculously awesome chorus - maybe a track like "Best of Both Worlds" would be a better parallel?

Yes, 2.5 it is. The best songs are "My Heart Beats For Love," "Two More Lonely People" and "Every Rose Has Its Thorn." ""Every Rose Has Its Thorn" has pitch problems (no surprise there,) but is presented well with the chorus strong.
