i accidentally took notice of the feature thing from Nagrarok's comment.

this shit sounds pretty bad ass. As a stoner i have no idea how i've avoided stoner metal for so long, but hopefully this will be a good starting point

tbqh, this is not stoner metal.
It's US power metal and good metal music in general.

is this anything like Slough Feg? they're from San Fran too, and I've heard them described as power metal (though I wouldn't necessarily agree with that designation).
Slough Feg rules. good review btw.

i haven't listened to Slough Feg that much, so as to answer your question adequately.
i listened to the last Slough Feg album, though and i can say that Razorback Killers is different, more "polished", although VR have their "edges" as well.

nice. I guess I was mainly thinking of it in terms of vocal style (like, are these guys more along the lines of Blind Guardian and/or Helloween? or a bit more gruff like Slough Feg)

No, Vicious Rumors don't have anything to do with Blind Guardian or Helloween.
I would relate them to Lizzy Borden, or Cacophony or Tad Morose (Modus Vivendi era).
They have that hyperdynamic power metal sound, with crushing guitars that take discrete glances at thrash and glam/hair metal as well, while the vocals go from low to mid to high pitch at random.
It is a really cool sound, if you ask me.
