Good review, but as much of a Floyd fan as I am, I'm going to pass on this. Not a big fan of politics in music (I kind of don't care what Roger thinks), and I've never really liked his solo stuff without the rest of Floyd (especially Gilmour) to reign him in. Of the three main creative forces of Pink Floyd, (Gilmour, Waters and Barrett), I'm more of a Gilmour fan than I am of the other two. I do admit, though, that Floyd's greatest moments needed Waters. Pink Floyd without him was good at times, but never great.

they are good but his shite voice gets a bit tedious without some gilmour solos to break it up

Agreed this would have been even better with Gilmour, perhaps a classic. They're both making such great solo music right now, it's a shame they won't reunite for one last classic Pink Floyd record.

i think roger is one of the best rock music conceptualists / lyricists in history but the music itself has always lacked without gilmour / barrett / wright / mason

Yeah, but they couldn't even get Waters to keep his word to get back together when the Berlin Wall came down. They got him for that one AID concert, but I think that was the last hurrah.

I may take the best from this and the best from Gilmour's 2015 album and just pretend it's new Pink Floyd.

Since you seem to be working your way into solo Floyd appreciation, sowing, you really need to give Broken China a spin. Richard Wright's messed up, dark, eerie concept album about his wife's depression. Easily the least Floyd but most genuine of the solo albums, and also definitely the best
The Madcap Laughs is a close second

Relistening to Rattle that Lock now, the tempos are still frustratingly slow and draggy but there are some killer moments. I prefer On an Island overall
