Absolutely... What keeps this from perfection is taking some of the songs to a more satisfying climax. It seems all of them just tease by taking you down a memorable riff or melody and then just drop it off halfway. Storm chaser is the only exception, hence it being one of best songs on here

Eh, I disagree. I think they all end somewhat memorably, especially if you consider the outro of Give Me Hell as the finale for all 4 parts. World Breathes With Me ending riff rules, the "oh mother" part of Golem is great, aforementioned Charcoal Grace suite, and then Stormchaser and Mute, which are both great, especially Mute with the World Breathes With Me reprise at the end.

Better than Rise Radiant but not as good as In Contact, Bloom and The Tide, The Thief and a the River’s End. Much like rise radiant it doesn’t have the hooks, riffs and big moments of their best works.
I do like the more prominent synths though. Gives it a kind of 80’s AOR feel which is cool.

You can complain about a lot of things about Rise Radiant, but I've never heard someone say it doesn't have hooks. I do think Charcoal Grace is lacking hooks in the general sense of repeated choruses to latch onto, but it definitely has riffs and big moments.

Strange, I feel The Ascent is the only song on RR I don't really dig. For some reason the rest of that album is perfect to me and then I always end it right before the ascent.

I've also been giving it more listens this April and def upping it to 4 from initial 3.5. Still thinking some songs lack a stronger punch, from the vocal side especially, but overall a really nice package that feels more cohesive than their previous album
