Here is how you do it. You keep track of the illegal activities on the forum and how it has affected the forum and the potential earning of the forum. Next you contact your local FBI field office, which will be listed in the government section, call them and request to speak to a field agent.

Once they do an investigation they will find out who is causing the problems on the forum, and file federal charges on this person. The big deal will be to prove how this person has caused financial problems to the forum. This can be proved by users not visiting as much, and by your mod staff being taken away from assigned duties to control this person.

If this person is a minor then his parents can and will be held liable for any financial repercussions and the person who is doing this, if convicted, will be sent to a juvenile center.

I would also talk to the field agent about the problem user you have had in the past and see if the statue of limitation has expired on his actions. Im not sure on international law and what those limitations are.

This is YOUR business. You can't walk into a Starbucks and mess with the customers, its illegal. You need to call them and get the ball rolling. The FBI's internet crime division takes this kind of stuff VERY serious and now the guy is involving peoples personal web pages, which makes it an even bigger event.
