I'm listening to this now and some tracks are hard-hitting and others are soothing, straightforward ambient tracks. "2 Forms of Anger" is really upsetting the entire mood that was built up. It is like you said - a scatter shot, it lacks any continuity of his previous work and I feel no real connection with this album already. It's like its hollow already, great review btw.

eno's got some weird personality that comes through here. not what i'm familiar with or love most in

most ambient, but it sounds good. Emerald and Lime is wonderful, some of this is obnoxious

Tracks 4-10 aren't that great but the rest is very enjoyable. There's also at least 5 bonus tracks that are mostly ambient, and if they replaced the louder songs on here with those, the album would be much better.
