I thought it was the opposite, Steely Dan is further away from Jazz than the most representative jazz-rock. Most of their albums are pop rock really.

I highly disagree. The reason I gravitated to them in the first place is because they were way jazzier than most jazz rock bands like Chicago or Blood Sweat and Tears
That's especially true of when Chicago became a shitty adult contemporary band from 1975 and beyond
