I don't think a comma belongs in the first place that you put one. As for the second one, there is no rule about that comma, it's all up to the person that is writing.
When you're making a list of at least three items then there must be a comma between the first two items, the writer can put a comma before the "and" if the so please, but there is no rule for or against it.
Personally, I usually put the comma in, but not always.

Teachers are the ones what have teh bad speeling and grammar. Especially maths ones and (disturbingly) English ones.

I just write what looks/sounds right.
